At most vendors, yes. Unbounce puts unlimited A/B testing on the $149 Experiment plan, so the two cheaper tiers cannot test. Instapage puts server side A/B testing on the $199 Optimize plan and above. Leadpages starts manual A/B testing on the $67 Grow plan and reserves full auto optimization for the $271 Scale plan, while its cheaper HTML Pub line has none. Swipe Pages is the exception: server side A/B testing is on all three tiers from $29. AgentSite does not run split tests at all.
No. Every mainstream landing page builder is built for non technical users, using drag and drop or block editors, and none of them require HTML or CSS to publish a working page. What they do require is design judgment and copywriting, which is where most of the time actually goes. An AI builder removes that second requirement too, because the agent drafts the copy and the layout and you edit it in plain language.
A landing page builder makes one page at a time, aimed at one conversion, usually with no navigation and with testing and analytics attached. A website builder makes the whole site: home, services, pricing, about, contact, blog. Marketing teams often run both and pay twice.
