OVERVIEW
Search for website design software and you will get three lists mixed into one. The first is design software in the strict sense: Figma, Sketch, the Adobe applications. Those are extraordinary tools and they produce a design file. A design file is not a website. Somebody, usually a developer, still has to turn it into HTML, host it and keep it running, and that step is where most small business projects quietly die.
The second list is website builder software: Squarespace, Wix, Webflow, Hostinger, IONOS. These publish a real site, which is the part the design tools skip, but the trade is that you inherit two jobs. You make every design decision inside a template, and you write every word on every page. Read a builder's marketing closely and you will notice it promises speed of assembly, never speed of writing. Assembly was never the slow part.
The third list barely existed three years ago: AI site agents that make the design decisions and write the copy from a plain description of the business, then publish the result. AgentSite is in that group. There is a fourth thing worth naming, because the autocomplete for this phrase is full of it: a large share of people typing website design software are looking for a program to download and install. The suggestions include for windows, for mac, for pc, offline and open source. That expectation is a holdover from the era when web design meant an installed application and an FTP client. Almost nothing serious in this category still works that way. Squarespace, Wix, Webflow, Figma, Canva and AgentSite all run in a browser, and the practical consequences are good ones: no license to install on a second machine, no version mismatch with a colleague, and no separate hosting to arrange. If you specifically need an offline editor because your work happens without reliable internet, that is a real constraint and it narrows the field to a handful of legacy desktop products.
The money question splits the same three ways, and the answer is less about the sticker price than about who does the work. Design software is priced per seat, per month, forever, and it produces nothing a visitor can reach. Builder software is cheap on the surface, ten to forty dollars a month, and the real cost is the twenty to sixty hours you spend writing and arranging, or the two to five thousand dollars you pay somebody else to. US freelance writing rates published in 2026 run roughly $0.25 to $0.42 a word, and the most commonly quoted project price for a single 1,500 word page is $250 to $399. We are not going to claim an agent replaces a designer. If your website is your differentiator, if you need a custom interaction, an unusual layout or a brand system that has to survive contact with print and packaging, hire a designer and give them Figma. What an agent replaces is the situation almost every small US business is actually in: a builder subscription, a half finished template, three pages of placeholder text, and a project that has been two weekends from launch since March. If that is the honest description of your website, the constraint is not your software. It is that nobody has written the words. If you are a designer, or you are hiring one, none of this argues against Figma. It argues against buying design software when what you needed was a published website, which is the mistake that leaves a folder of beautiful mockups and a domain that still shows a parking page.

Website design software is any tool used to plan, lay out and style the pages of a website. In practice the term covers three different products: design tools that produce a mockup somebody else has to build, website builders that publish a live site you fill in yourself, and AI site agents that design, write and publish the site from a description. Knowing which one you are buying matters more than any feature list, because only two of the three end with a working website.
It depends on which job is your bottleneck. If you are a designer producing work for developers to build, Figma is the category standard. If you want to assemble and style pages yourself and you enjoy that, Squarespace is the easiest and Webflow gives the most control. If the thing stopping you is writing nine pages of copy and making a hundred design decisions, an AI site agent that does both is the faster route. Judge candidates on what they hand you at the end, not on template count.
Professional web designers mostly work in Figma for layout and prototyping, alongside Adobe applications for image and vector work, and then either hand the design to a developer or rebuild it in Webflow or WordPress. Very few build production sites in an installed desktop program anymore. Yes, and that is now the normal case rather than the exception. Squarespace, Wix, Webflow, Hostinger and every AI site agent publish working sites without you writing HTML or CSS. The genuine differences are how much design judgment they still expect from you and whether you can drop into code when you need to. Webflow gives the most control and asks the most of you; an AI agent asks the least and gives you plain language editing instead of a canvas.
Design software produces a picture of a website: a file, a mockup, a prototype. A website builder produces a website: real pages on a real domain that a customer can load. Figma will show a client exactly what the site will look like and cannot serve a single visitor. A builder will serve visitors from day one and will not make the design decisions for you. The two are complements, not competitors, which is why agencies pay for both.
For most US small businesses the honest answer is not the tool with the most features, it is the one that ends with a finished site this month. Squarespace is the safest template route if you like arranging pages. An AI agent is faster if writing is what has stalled you, because it produces the words as well as the layout. Figma and the Adobe apps are the wrong purchase for a small business with no developer, however good they are.
Yes. No mainstream website builder has required HTML or CSS for over a decade, and AI site agents remove the layout work too. What none of them remove is judgment: deciding what each page is for, what order the sections go in, and what the visitor needs to read before they will call you. An agent drafts those decisions so you are editing rather than starting from nothing, which is a far easier task.
There are free tiers, and they come with the same catch across the category: your site sits on the vendor subdomain, which is the wrong address to put on a truck or a business card. Webflow Starter is free but publishes to a webflow.io URL with two static pages. Squarespace has no free plan, only a 14 day trial. If the site is for a business that takes money, budget for the paid tier with a custom domain from the start, because moving later costs more than the difference.
No. Adobe applications are excellent for image editing, vector work and print, and a great many websites are built without touching them. If you need to crop and compress photographs, free and browser based tools do that. The Adobe suite becomes worth its subscription when visual production is a regular part of your work, not when you need one website live.
Almost none of the mainstream options are. Squarespace, Wix, Webflow, Figma, Canva and AgentSite all run in a browser and store your work on their servers. The search suggestions for offline and download reflect an older generation of installed programs that has largely disappeared. If working without internet is a genuine requirement, that constraint eliminates nearly the whole modern category and you should search specifically for a desktop HTML editor.
Among template builders, Squarespace is generally the easiest to get a good looking page out of, because its templates are opinionated and hard to break. Ease of use in that sense measures the editor. It does not measure the hard part, which is knowing what to put on each page. Software where you describe the business and get a complete draft back is easier by a different measure: there is no editor to learn at all.
Yes, and the useful question is what the AI is doing. In most builders it suggests a headline or generates a starting layout inside an editor you still drive. A smaller group generates the whole site: the structure, every page of copy, the navigation, the metadata, published on your domain. That second group is worth paying for when writing and structure are your bottleneck. Either way, review it before publishing, because you know your prices and service area and the model does not.
It can. Google has stated publicly that it does not penalize content for being AI generated and judges pages on quality, originality and usefulness; what it targets is scaled content abuse, meaning many pages with no added value.
